You can turn off Google instant but I don't think you can turn off predictions. I have just scoured through Google's setting and it doesn't make it clear. You can stop it from predicting your previous web searches but not popular one by the looks of it.
you can turn off google instant by clcikin' on t' safe search button and then scrollin' down t' where it says google instant and tick t' box which says turn off google instant (you can turn off google instant by clciking on the safe search button and then scrolling down to where it says google instant and tick the box which says turn off google instant)
